Constructing a new jail is a rare and complex undertaking. Transitioning into the new facility involves far more than simply turning a key and stepping inside. Every detail — from construction and inmate movement to updated policies that reflect the new environment and the secure transfer of more than 100 inmates in just a few hours — requires careful planning and coordination.
